Who are we?

PEEPs is the trading name of Personal Emergency Evacuation Planning Ltd. It is a company that has been born out of the experience of its two Directors, Alan Stoker and Bob Docherty.

Alan and Bob both run their own successful fire consultancies (and will continue to do so) but have seen the need to combine their own very special knowledge, talents, skills and experience to meet the specific demands of the Building Regulations, the Equality Act 2010 and the Regulatory Reform (Fire Safety) Order 2005 (RRFSO). Together, Alan and Bob founded PEEPs Ltd. in order to deal with the special and sometimes complex subject of disabled evacuation.

Company Focus

The company’s primary focus is on the provision of consultation and creation of PERSONAL EMERGENCY ESCAPE PLANS (PEEPs) for both individuals and groups i.e. standard/generic PEEPs and individual PEEPs.

The company can provide PEEPs as individual plans or can integrate them into current emergency plans or write full emergency plans including evacuation strategies which incorporate PEEPs.

The secondary focus is on the provision of a complete framework of fire safety needs including fire engineering and fire safety design, fire risk assessment, means of escape, emergency planning and evacuation strategies. All of these can be delivered and tailored to an organisation as well as individuals needs.

Who are the Directors?

Bob Docherty

Dr R W Docherty QFSM, PhD, C Eng, MEI, FIFSM, FIFireE.

Bob Joined the UK Fire Service in 1968 and was a career firefighter for over 33 years. He served in Blackpool, Lancashire, Norfolk, Cambridgeshire, Greater Manchester and was Assistant Firemaster, Director of Fire Safety for Strathclyde Fire Brigade and retired in February 2001.

Bob was a member of the Institution of Fire Engineers serving on its International Council for over 20 years taking a particular interest in examinations and education. He was International President of the IFE in 1999/2000. He is the Secretary General of the Institute of Fire Safety Managers and is still actively involved nationally and internationally in fire.

Bob has a First Class BA Honours degree and a PhD for his study on stress and coping in firefighters. He is also a Chartered Engineer.

He is now MD of his own successful consultancy, Flamerisk Safety Solutions Ltd. providing services from training, fire risk assessments through to fire engineering solutions throughout the world.

Bob continues to develop his career and role by ensuring he is up to date in all aspects of fire. He is a registered fire risk assessor on the Institute of Fire Safety Managers Risk Assessors Register and also is a competent and accredited fire risk assessor registered with Warrington Certification Fire Risk Assessors Certification Scheme.

Alan Stoker

Alan J Stoker GradIFireE, FIFSM

Alan joined the Fire Service in 1973 and was promoted through the ranks in both Operational and Fire Safety posts in Greater Manchester Fire Service. Whilst in Fire Safety he pioneered the use and development of Fire Engineering solutions to many major projects in the Greater Manchester area.

Alan worked very closely with the Local Authorities Building Control, Licensing and Housing Departments to develop the Procedural Guidance and Liaison for Building Regulations with the ten Metropolitan District Councils. In 1991 he was appointed as the Senior Fire Safety Officer covering the City of Manchester and was leader of the Project Team which developed and delivered the Brigades computerised Fire Safety Information System.

In a specialised role, Alan was seconded to the Greater Manchester Police and Manchester Coroner’s Office to review the multi fire deaths which occurred at Waco, Texas, USA.

His final role was that of Fire Safety Commander for Greater Manchester, where he was responsible (amongst other policy areas) for the development and monitoring of Policies concerning, Regulatory Fire Safety, Fire Safety Standards, Community Fire Safety and Fire Investigation.

In Community Fire Safety, Alan undertook a significant amount of work to understand the relationship between fires and social depravation in order to ensure that available resources were used to best effect. A key aspect of this work was in partnership with the University of Liverpool and linked fire events for a ten year period to the Indices of Depravation. During this period he was the Service leader for the Crime and Disorder Act and was responsible for establishing significant links and partnerships throughout the conurbation, particularly with the Local Authorities and Police. This work utilised social demographics and targeting of all agency resources, by placing a high emphasis throughout on “prevention rather than intervention”.

Alan is a Graduate of the Institution of Fire Engineers, a Fellow of the Institute Of Fire Safety Managers and has gained a NEBOSH certificate (Credit) by examination.

Following retirement from the Service in 2004 he established and developed his own company, Fire Needs Ltd providing fire engineering and back engineering design, fire risk assessments, training, legal advice and representation.

Alan continues to update his competencies and qualification and he is a registered fire risk assessor on the Institute of Fire Safety Managers Risk Assessors Register.
